Role:
- To serve as a forum to deliberate upon and examine issues and matters of common interest to the E&P Sector, assigned to them by the Executive Committee, including proposals / drafts received from the Federal / Provincial Governments and develop/propose joint strategy / recommendations.
- Examine and analyze various issues of common interest relating to E&P Business from the Members perspectives and develop recommendations / strategies for future course of action.
- Ascertain collective views of Members on proposed strategy / recommendations firmed up by the committee
- Communicate its recommendations and opinion to the Executive Committee / General Body for their consideration and approval for future course of action
- To represent PPEPCA before Government and other agencies relating to E&P Business as and when designated by the Executive Committee / General Body
Expert Committee on Import/Export & Procurement
Terms of Reference
Role:
- To serve as a forum to deliberate upon and examine issues and matters of common interest to the Petroleum Sector, assigned to them, including proposals/drafts received from the Federal/Provincial Governments and develop/propose joint strategy/recommendations.
- Examine and analyse various issues of common interest relating to E & P Sector from the Members perspectives and develop recommendations/strategies for future course of action.
- Ascertain collective views of Members on proposed strategy/recommendations firmed up by the Committee
- Communicate its recommendations and opinion to the Executive Committee General Body for their consideration and approval for future course of action
- To represent PPEPCA before Government and other agencies relating to E & P matters as and when designated by the
Executive Committee/General Body
Goals:
- Assist Ministry of Petroleum and Natural Resources, if required, in consolidating recommendations with regard to import/export policies related to material used by E & P companies.
- Assist Government Bodies in joint survey / identification of local manufacturers who could be treated at par with foreign manufacturers with regard to Price, Quality and Delivery.
- Examine any issues of common interest to E & P companies with relation to Government annual import policies for taking up with relevant authorities.
- Share the experiences with regard to procurement of E & P material through fast developing mode of E-Procurement.
Expert Committee on Finance/Taxation & Royalty
Terms of Reference
Scope:
- To identify & attend to issues affecting the E&P Sector on behalf of PPEPCA and advise on all matters pertaining to Finance, Taxation and Royalty.
- To help PPEPCA devise a joint strategy for coping with the repercussions of Govt. fiscal measures.
Role:
- To serve as a forum to examine issues and develop mutual consensus through members perspectives on suggested future courses of action
- To take up matters of common interest with Govt. bodies like CBR/Govt. Holdings etc. to establish ways for smooth tax collection, minimizing hindrances.
- To prepare recommendations for Govt. through Trade Bodies as a feedback from the petroleum sector on tax legislation
- To review and finalize E&P policies rules agreements and matters pertaining to royalty though mutual deliberation and coordination Govt. bodies.
Goals:
- Act as a platform to protect E&P Sector interest and avert the implications of Govt. adverse commercial policies.
- Seek maximum benefit/congruous rules to eradicate hindrances in smooth discharge of statutory obligations of E&P Coys.
- Serve as a negotiator with Govt. bodies recommending possible solutions to problems confronting E&P Sector and strengthen PPEPCA's role within a vigorous forum.
- Keep member companies abreast of dynamic, fiscal revisions and effects thereof on the Petroleum Sector
- Review matters concerning E&P Companies vis a vis Finance/Taxation & Royalty and resolve these issues based on mutually agreed strategies.
- In the national interest of augmenting investment in the E&P sector, assist Govt. through fortification of the collective stance to gear up efforts to produce a congenial environment for advancement of investment
Expert Committee on HSE
Terms of Reference
Role:
- To advise the Association on all issues pertaining to Health, Safety and the Environment affecting the Exploration and Production industry
- To interface with the Government of Pakistan on all industry HSE issues which involve the setting and implementation of HSE standards
- To ensure coherence in HSE related discussions across the industry and the with external parties
- To establish links with relevant bodies that are external to the industry but who can make contributions to the benefit of the industry
Goals:
- To be able to provide examples of 'Best Practice' in response to HSE based queries
- To freely share information on successes and failure within the PPEPCA body and with the industry Contractors
- To create an atmosphere of trust and competence in PPEPCA’s HSE position
- By means of site visits and reviews to establish a reputation for effective dissemination of means of continuous performance improvement
- To share experience and development goal with the Technical and Operational Expert Committee
Expert Committee on Human Resource Development
Terms of Reference
Role:

Goals:
- Determine the training needs of E&P companies in technical and management aspects
- Facilitate streamlining / development of oil and gas industry related training at national level in collaboration / affiliation with existing training benefit of PPEPCA members. institutes, universities and petroleum industry for optimal
- Survey training facilities related to petroleum industry available within the country.
- Determine the available expertise for delivering training related to petroleum industry in technical and management aspects; including retired and serving professionals in the petroleum sector.
- Keep itself updated on the changes / introduction of new technology and suggest training programmes accordingly.
- Develop a code of ethics for lateral movement of employees from Public Sector to Private Sector Companies and / or vice versa.
- Review the issues of common interest to the E & P industry related to training obligations under the PCA's.
Expert Committee on Technical / Operational Matters

PPEPCA Expert Committee on Community Development
Role:
- To advise the Association on all issues of Community Development pertaining to the Petroleum E&P Industry.
- To interface as required with the Government of Pakistan on Community Development / Social Welfare obligations under the PCAs.
- To provide guidelines on values and principles to institute and ensure coherent and industry representative Community Development dialogue with external parties on strategic and policy issues.
- To network and develop linkage with relevant external bodies who may develop mutually beneficial partnerships with the Industry on Community Development.
Goals:
- To collate and present, as per the needs, Industry best practices on Community Development to the member companies and external bodies.
- To initiate and promote the sharing of Community Development Activities by E&P Companies with strategic stakeholders.
- To ensure that a consistent message on Community Development is articulated by the E&P Industry.
- To create an atmosphere of trust and competence in PPEPCA’s Community Development mandate.
